'Kat Galloway, an Austin, Texas-based environmental consultant, said her oil industry clients are conducting internal emissions audits and looking for cost-effective ways to control leaks and limit their exposure to the fee.

Companies are investing in new pneumatic devices that don’t leak methane, fugitive emissions controls and increased monitoring, she said.

“A lot of the projects are in the same vein as the methane rules themselves,” said Galloway. She said clients frequently ask her whether that means they’ll be deemed to be in compliance with the standards and thus not subject to the fee.

“That's a general question that I don't think has been answered yet,” she said.'
